No, rain is not always accompanied by thunder and lightning. Thunder and lightning only take place when the atmosphere is unstable because there is much warm air below the cold air near the clouds.

When warm air comes in contact with the cold ice crystals in the clouds, the clouds rub against each other and form thunder and lightning.

This kind of phenomenon is not always necessary to take place before a rainfall.
