The answer is both Yes and No.
Yes, because more the number of people favoring a position or policy or ideology, the more the chances of that position or policy or ideology prevailing. That makes it a game of numbers.
But, that is not all that democracy is about. That is where the No part comes in.
Democracy is
A way or process or system of choosing who will govern through free and fair elections; this is a numbers game as I said earlier.
About engagement of people in governance; not just by voting every now and then but by being active citizens, being part of true civil society and holding governments to account. Not waiting for elections to show their position but being continuously engaged - demanding and contributing.
A way of ensuring rule of law so that every citizen of the country is treated the same by law.
