no reflex action is not the only function of the spinal cord . the spinal cord to primarily in the transmission of nerve signals from the motor cortex of the body and from the afferent fibres of the sensory neurones to the sensory cortex it is also Centre to coordinating many reflexes and contains reflex arcs that can independently control reflexes and Central Pattern Generator .

The reflex actionsby the organs in the head is controlled by directly brain which are called cerebral reflexes.
