 "ONE PERSON,ONE VOTE,ONE VALUE" is that every person have equal rights ,the vote of that person is also important as that of every one . This also signifies that every one is same and its importance /value of that person or that vote is very important.

One of the example where the citizen have not right to vote is UAE.

Nope, right to vote isn't compulsary for all the citizen.
