2 )In analogy with sliding friction, rolling resistance is often expressed as a coefficient times the normal force.

3 )The slower you ride, the more rolling resistance affects your speed. So weak riders or long-distance riders of any strength should pay attention to this. And the faster you ride, the more speed presumably matters to you (e.g. racing), so rolling resistance still matters then.
