First, I don’t believe Saitama is a gag character. I believe him to be a parody of OP anime/cartoon characters.
With that being said, Saitama could kill Goku fairly easily. Without even taking into account the various levels of strength Saitama or Goku has shown. A clear weakness is present in all Dragonball characters that most characters from other works of fiction; Anime, Manga, whatever, don’t have.
A DB character’s durability is based on whether or not they are focused on using their Ki at any given time.
To further clarify; If Goku and Saitama were standing next to each other in line at an all you can eat buffet and Saitama suddenly decided to punch Goku for that last steak… Then Goku’s dead.
Unless Goku was preparing to do the same thing to Saitama and either prepared his Ki beforehand or reacted quick enough to bolster his defenses after Saitama had thrown the punch.
In the first scenario, Saitama wins.
In the second, with the stats and feats shown by OPM, Goku takes this easily.
