If the monument is itself neutral, scribbling on it is defacement and / or vandalism and reflects no sense of value at all in the perpetrator.
If the monument is non-neutral in a positive way (say, a necessary commemoration), to scribble on it is an affront to those commemorated and those who remember them.
As for non-neutral in a negative way (statue of Pol Pot, for example?) - I would rather ignore it than do it the honour of writing on it. But I can see that other people may feel differently.
Indeed ideas on reasons for commemoration vary. But there is also the concept of what is socially acceptable to consider.
