No. But the measure of a country or its government need not always be how democratic it is. To impose Democracy on a country which does not understand the concept is tyranny. Tribal societies develop their own way of living. Why should Afghanistan embrace Democracy when they have had their own form of democracy since Britons were all called Ug? Tribes produce leaders, successful leaders give prosperity and security. In the time span of the civilisation of Asia and the middle East, every regime, invader or despot is but an irritation which will fade into dust. The best thing the allies did for anyone in Afghanistan was to give the Taliban recruits. Bombing shops and hospitals has a tendency to create hostility. Look at the Paedophilia friendly governments we have either installed, or we regard as friends. 11 years old girls in Afghanistan in prison for running away from their husbands. Divorce laws that cover a child of eight years in Iraq. Democracy is not something that should be imposed by force. The Russian Revolution did not result in Democracy. The soldiers just changed hats and supported another ruling class.

Officially, Syria is a republic. In reality, however, it is an authoritarian regime that exhibits only the forms of a democratic system. Although citizens ostensibly vote for the President and members of Parliament, they do not have the right to change their government.
