Very interesting question. To simply put technology in itself is not the reason for cyber crime but humans have used it as a new avenue to facilitate crime and similar activities.

E.g. throughout history mankind has developed technologies such as rockets, trains, etc, but they used these to make weapons and kill people.

So technology, in itself is always helpful to the general population but yes, just like there are criminals in our society, they use new methods to steal and rob people
