Is the earth’s axis always in the same plane? Does the tilt stay the same? What does this effect?

No, Earth's tilt (obliquity) varies between 22.1° and 24.5° over a period of 41,000 years. Currently it is at 23.5° and is decreasing. Decrease in axial tilt increases the cooling trend. Decreasing tilt may encourage onset of ice age.
