is the formula for cone one third pi times the radius squared times the height or pi times the radius squared times one third of the height?

Both the formulas are correct....because here all the terms are in product.

Example:- If r=7 , h=10

Then, V=1/3*pi*r^2*h = 1/3*22/7*7^2*10 = 220*7/3 = 220*2.33 = 512.6 cube unit.

If we use other formula.....

Then, V= pi*r^2*h/3 = 22/7*7^2*10/3 = 22*7*3.33 = 512.6 cube unit.
