Friction depends on the surfaces.
In general you can say that a more rough surface has more friction.

BigSmoke: for an example if you have a block on rough ground and you are trying to move block so to move the block you have to overcome the frictional force. It shows that it depends between surfaces.

No , it doesn't depend upon smoothness of surface eg. Take two glass of same size and place first glass on second, when we try to rud them we will find difficult
