The prime minister the leader of the cabinet and not the house( which house are you referring to?) because :
1. He has the power to allocate portfolios (like defence, communication, media, home, etc.) to the cabinet ministers.
2. The president dismisses the ministers or appoint them on the advice of the prime minister.
So, he is the leader of the cabinet.

If the Prime Minister is not a member of the Lower House of Parliament (happened thrice) he/she can nominate another minister as the Leader of the House. ... When ManMohan Singh was PM, first Pranab Mukherjee and later Sushil Kumar Shinde were the Leader of house in Lok Sabha.
