Yes , the product of two negative integers is always a positive integer .

For example : (-2)×(-3) = 6

Some of the rules in multiplication of integers are :

product of negative and positive = negative

product of two positives = positive

product of two negatives = positive

product of an integer and 1 = integer itself

product of an integer and 0 = 0

Also , remember that the times of negative integer also fluctuate the result . If the negative integer comes in even number , then result will be positive while if it comes in odd , result will be negative.

For example : (-2) × (-2) × 3 × (-2) = - 24 (because here negative integers are 3 times)
