No , the radius of curvature doesn't remain constant when the distance of the object is fluctuating. This thing is only what is known as power of accommodation and the fluctuation in the radius is controlled by ciliary muscles.

No. Human eye has the ability to change its focal length when focussing far objects and nearby objects.This ability is called the Power of accomodation of eye. This is done by Ciliary muscles. So the radius of curvature is not constant. It is changed by the help of ciliary muscles to focus on far and also nearby object.
