R={(1,1),(2,2),(1,2),(2,3)}  is not a reflexive relation.

                           (reason)

R is said to be reflexive, every element of set A is related to the same set .
The given relation does not contain (3,2) and (3,1).

The below relation is a reflexive:
R={(1,1),(2,2),(1,2),(2,3),(3,2),(3,1)} .
