General Parvez Musharraf gained power over Pakistan in the year 1999 when he carried out a military coup in the country. This gave him power and control over the whole Pakistan. The ruling system under him cannot be considered a democracy because he limits the power and strength of decision making. He directed and indirectly encouraged terrorism.
