Explanation:

"Original" duct-tape is adhesive aluminium foil, the metal side conducts as good as you would expect from metal... If it is a whole plastic variant, it is fairly non conductive. But that also depends on your definition of conductor. Given high enough voltage and perhaps some moisture, everything becomes conductive.
