Yes,there is a difference.
Work=force×Displacement
If there is no displacement but force is applied,the work done would be zero.
For example,if you're carrying a luggage and doesn't move it with respect to environment,then the work done would be zero because if though you are applying force but the object(luggage) is not getting displaced.
Hence,there is a difference between applying force and doing work...
