Is there any component in science which can define why the chair moved with me when I was sitting in my balcony and pulled the railing of bacony with my toes?

Yes absolutely. every type of motion is defined by the laws of physics. and this phenomenon is not other than friction.
Coming straight to answer, when you pull the railing of balcony, balcony in return pulls you towards itself. now you're sitting on a chair(might be rolling one or with 4 legs), it gets pulled towards balcony due to equal and opposite reaction given by balcony. the force is transferred through your leg towards bottom of chair.
