In summer season there is increased sweating  so in this case water is lost in the form of sweat as well as urine  so urine is more concentrated

in winter and rainy season  sweating is less  due to the cool environment  so urine is dilute

and even the number of times the person urinates is less and more respectively

In water the body employs only urine excretion as a channel for water expulsion from the body and hence in summer urine formation is lesser.
