No there's no such way of shifting this " - " minus sign to 7, it is simply impossible. But there's a way of removing this " - " minus sign. And I will tell you how to do that.

= $7^{\frac{-2}{15}}$

= $7^{-\frac{2}{15}}$

= $7^{\frac{1}{\frac{2}{15}}}$
