Is time is the stable for every one in every where?Give any example for better understanding.

Though your question is not crystal clear, I am going to assume you meant whether time is a constant, common to all parts of the universe.
This can be answered by a simple statement : Time is relative.
Of course, I will explain it with an example as you have asked.
Time is a quantity that every part of the universe is involved with. However, each part of the universe functions at different points of time simultaneously. For example, while it is night here in India now, people in the US are just starting their days. This is due to the differences in time zones, of course.
Time moves at different speeds in different places of the universe. This concept is very well explained in the Hollywood movie "Interstellar".
We humans have yet to understand the complexities of time. Black holes are known to affect time. So basically if you were to spend what you measure as 2 hours on another planet in another galaxy, it might be 70 years on earth.
So in answer to your question, I guess I would say time is a dynamic constant.

time and tides wait for none.
ex- when accident occurs someone hits someone so here time wait for none
