According to einstein's theory of relativity, astronauts orbiting on the International Space Station experience time ticking more slowly.

At that speed the effect is minuscule, but ramp up the velocity and the effect means that one day humans might travel thousands of years into the future. Nature seems to be less fond of people going the other way and returning to the past, however some physicists have concocted an elaborate blueprint for a way to do it using wormholes and spaceships.

Yes. Naturally.

For example, aliens, which live 25 light years from us to be exact (for example) will be able to see dinosaurs from their place if they see us through a telescope. Plus, if they come through a spaceship closer and closer, they will slowly observe the things we study in History now.

Even us Earthians do that. But, what if aliens light years away from us are just new species and if we look from there, we are still looking at their past and at the time where they weren't even formed and think that they don't exist?

This is the closest we can come to time travel.
