No, tinned and sealed is not food always safe to eat It eventually goes bad. Yes, it takes years for to be actually be bad enough to become a problem, but it eventually becomes unsafe to eat.
The main problem is botulism. If in doubt and the item can be boiled, then pour it into a pan, put it on the stove without a lid on it, and bring it to a full boil. Boil for one full minute.
If you’re not certain and you’re not desperate for food — just throw it away.
