It is, but you can't say "Tragedy is good". No one wants tragedy, no one wants to feel left out, not even artists, they don't intentionally breakdown to be good artists, even if they do , their work won't probably reflect the aesthetic aspect.
The beholder, the audience appreciate works of such artists, who had personally struggled a lot to fit in the society, because everyone who makes the audience had somewhere in his/her life felt the same, and on learning that someone else had gone through it, he/she senses that the person's work is an art of describing what it feels like to stand in his shoes.
The reason for such birth of creativity after being hit by trauma, bullied or going through a nervous breakdown is the experience and the change of perspective of life and the self they bring in a person.
In short, tragedy does bring out better artists, but it ain't good.
