It's a good conductor because it's molecules are arranged in a lattice. In simple words they are highly organized with each one at a specific distance from the other. But the valence electrons of these atoms are free to move around the metal. So when you heat a tungsten the electrons absorb that heat energy and start moving faster. These electrons move randomly so when they move they transfer energy making them a good conductor.
