Most waterfalls that are not in use for energy production are potential resources. This is because their ability to produce energy is well determined and is only awaiting exploitation.
However, waterfalls such as the Niagra falls, that is being used to produce hydroelectric power is an actual resource because it is in active use of energy production. The quantity and quality of energy production is well known and is already in use.
