Tides are formed because of the gravitational pull between sun and the moon. Waves are formed in water because of the moon exerted equal force toward earth as the earth have comparatively large mass than the mass of moon, the moon is not capable to attract whole earth but attracts only the lighter object on earth. We may conclude that it is not dependent of the revolution of earth

Waves are most commonly caused by wind. Wind-driven waves, or surface waves, are created by the friction between wind and surface water. As wind blows across the surface of the ocean or a lake, the continual disturbance creates a wave crest. ... The gravitational pull of the sun and moon on the earth also causes waves.
