Because when you compare it with whole earth then it moves and is in motion and when we compare it with its surface then it seems to be at rest

It depends on the observer's frame of reference. For eg you stay on the ground, and observe your house it stays with you.. but suppose you are on some other planet for eg.. mars. Earth moves right ?.. the same your house moves with your frame of reference.. after all it depends on the frame of reference your are dealing with.
