yes zero is a rational number.
our number system consists of two parts

real number and
rational number

rational number consist of
1. natural number- starts from 1
2. whole number- starts from 0(thus 0 is a part of rational number)
3. integers

Yes,0 is a rational number because it can represent in p/q form.
such as 0/2 ,0/3,0/4 etc.
It can also represent in negative integer .
