yes because it can be written in p/q form
we can write 0/2 or 0/3 they all mean the same

The numbers which can be expressed in form of p/q where p & q both are integers and q ≠ 0. Moreover, we know 0 can be written as 0/1, we observe that both 0 & 1 are integers and the denominator i.e. '1' ≠ 0. So we conclude that '0' is a rational number and not irrational.
it can be irrational also as if we divide it from any integer we find that it,s quotient is non terminating that,s it can be irrational
The which are in the form of p/q where p and q are CO primes and q is not =0 So we can write 0 in many in the form of p/q ( eg- 0/5,0/3 etc). So we can say that 0 is an rational number but not an irrational number
