Israel has an annual average rainfall of 25 centimetres while Indias average rainfall is 114 centimetres. However there is no shortage of water is Israel while India suffers from shortage of water or drought in some part of the country or other.Why?

Due to lack of irrigation systerm and in the advancement of technology and planing israel is way more advance than India
