Because of the lack of proper resources & infrastructure. It is true that energy can not be destroyed , it can only transfer from one form to another & can be conserved . But still we face energy problems, it is because the energy is wasted in the form of light ( unnecessary usage of electricity) , in the form of heat (produced from heavy machinery) , in the form of sound ( produced from vehicles like cars & airplanes) etc.

That's why we face energy problems.
