Speed= Distance/Time

3 \times  {10}^{8}  =  \frac{d}{1.27}

d = 3 \times  {10}^{6}  \times 127

d = 381 \times  {10}^{6}

d = 3.81 \times  {10}^{8} km

Yes the speed is same as speed of light because both radio waves and light are electromagnetic waves, just with different wavelengths.
