It is correct to say with respect to a passenger travelling in a bus the passenger travelling in another bus in the same direction with the same speed is at rest​

Yes it is correct

Both of them move with a same speed means that their acceleration is zero. Since the passenger is in inertial frame the another passenger seems to be rest at his point of reference.
