The wild animals are given the natural habitat of forest by nature/god. Its really cruel to cage wild animals like tigers. They become weak, discouraged, sad and lost the hope of life. They must not be kept for mass entertainment. In the poem the tiger neither roar nor become furious because he realizes that his powers are not there because he is caged. He just recalls how he used to chase a deer and frightened some villagers and just stared at the bright stars.
