Boiling point of water is considered to be a temperature when the vapour pressure equals the atmospheric pressure.

Thus when atmospheric pressure decreases, boiling point decreases and vice versa.

Mountains are located at high altitudes. At high altitudes, atmospheric pressure is less, because of which boiling point of water also decreases.

As water boils at 100 degree celcius, due to decreased boiling point, more heat is required to boil the water because of which it becomes difficult to boil water.
