It is difficult to break C-Cl bond because -

• Chlorine is an extremely electronegative element and it is more electronegative than the carbon also.

• This high amount of electronegativity of the chlorine gives it a chemical tendency to attract electrons towards itself while bonding with some other element.

• This electronegativity also helps in the formation of the strong polar bond while bonding with carbon.

• We need a very high amount of energy to break the C-Cl polar bond.

That's why it is difficult to break C-Cl bond.
