the heat which is supplied to burn a etc cloth first is consumed to evaporate the water in cloth for which the cloth remains unburnt. then slowly the cloth reaches its ignition temperature and catches fire. thus the process of burning wet cloth is rather slow than to burn a dry cloth which catches fire very quickly.

It is because wet clothes contains wate molecules in it if try to burn the wet cloth the water absorbs the haet but when we try to burn the dry clothes then it catches fire easily.
