Ice.Because in sand the friction is more than that of ice.
Surface of ice contains a thin layer of water which acts as lubricant. This makes people to slip on it.

it is hard to walk on sand as sand consists of very small and loosely packed particles due to this when we put our leg into sand, sand loosens up and so our leg sinks.
hence, it is hard to walk on sand.
ice is solid and is made up of larger particles ,so our leg's pressure wont effect it and we can walk without any disturbance.
