This is because of the turning effect.

As we know, torque = Force x radius

When the diameter of steering wheel is large, torque is also larger for it. Hence, it is easier to turn a steering wheel of larger diameter than a smaller one.

It is easier to turn the steering wheel of a large diameter than that of a small diameter because less force is applied on the steering of large diameter which is at a large distance from the centre of the rim.
