Liquid boils at a temperature when the vapour pressure of liquid becomes equal to the external pressure. if external pressure is high liquid have to generate more vapours so that vapour pressure becomes equal to external pressure.

In pressure cooker external pressure on the H2O is increased due to which water needs more temperature to boil and generate vapour pressur. As water does not boil at 100 degree remain in liquid form but with more heat so cook the food easily.
