Because it’s better to have good relationships with your neighbours than bad ones. That doesn’t mean show weakness, but instead search for compromises and mutually beneficial solutions, and only show your teeth when there is no compromise reachable.
A moderation principle that applies to every parties, from the smallest to the strongest, which desires to survive the Test of Time, and of which a very old civilization like the Indian one is very well aware, especially as the neighbour of another very old civilization, the Chinese one.
