The sentence is already passive. It has a passive auxiliary (is), a past participle (liked), and a subject (it) which receives rather than performs the action. It even has an agent (all) named in a prepositional phrase with “by.” That, by the way, is not necessary to create a passive. The auxiliary and past participle are necessary. It’s a pretty awful sentence, but I guess there might be contexts where you’d say such a thing. I can imagine myself saying “Everybody likes it,” if I were deciding on a menu, but “It is liked…”?
