It is likely that someone who is original and intelligent does not do very well at school? Should such a learner be called a failure? If not, why not?

No. This is because not all the people are the way you expect. School is a place people can learn. If a person thinks that he knows everything then this problem arises. This is not the mistake of the school

Depends upon did he called himself "intelligent" or was called by others. In thid case the report card (Examination result) helps. It says the true quality in a student.

(Few of examination result doesn't do the same anyway. But you will of course of confidence of what you wrote in exam was right or wrong.)
