It is observed that a person who os not able to hear can not be able to speak clearly. Why?

Answer:

   When we were born we were not knowing how to speak. Then slowly by hearing our parent's talking we also started to speak. So we all learnt to speak by hearing from others.

Now in the case of a person who cannot hear he cannot learn to speak by hearing. So he should use many other ways to speak. Even though he learns to speak but he won't be able to speak clearly because he learned to speak in a different way comparing to others.
