IT is said that lightning is caused by the opposite and negative forces interact . then why if we put a 2 glass of water together instead of 2 clouds .now there is not any lightning. why?

only when the clouds and earth of opposite terminals and current can find a way to go to the earth

Because the glass of water does not have too much energy of electric charges as compared to clouds
