The passive form is not possible for "It is time to shut the gates". Here the verb ("is") is intransitive and it does not take any object in that sentence.

"It" - subject

"is" - linking verb ( intransitive)

"time" - subject complement

"to shut the gates" - an infinitive phrase modifying the subject complement "time".

Some have, however, suggested the following as 'passive':

"It is time that the gates (should) be shut"

“It is time the gates were shut”

"It is time for the gates to be shut"

These so-called passive sentences retain "It is time" as in the original sentence, but swap the positions of "shut" and “gates" in the infinitive phrase" to show that they are passive. They are not true passive sentences.

Note that the emphasis of the original sentence is more on time (to shut the gates) than on shutting the gates. It is not similar to sentences like "Shut the gates before it is too late” or "You (or someone else) should shut the gates before it is too late” for us to make them passive.
