Dial up connections are internet connections which use telephone calling protocols to access the internet. Considering what's available these days and the cost, I'll recommend a high speed broadband connection which may use fibre optic cables in which signals travel at the speed of light (Because the signals consist of light waves, of course).

Also, even if she doesn't get a fibre connection, a regular broadband connection will also yeild faster connection speeds than a dial-up connection.
